As a Lift Station Supervisor, you will be responsible for all aspects of sanitary and storm lift stations, direct the activities of the Field Operations crews, ensure work is coordinated across utilities or divisions, develop work plans, manage the performance of staff, oversee field inspections, investigate safety incidents, and manage the department budget. Primary duties include:
• Direct the activities of operations foremen and operators in accordance with the collective agreement.
• Plan, schedule, supervise, and coordinate staff, tools, equipment, and materials to provide 24hour operational services for the wastewater collection system.
• Recruit, select, and train new employees.
• Coach, mentor, and develop staff through performance reviews and career development discussions.
• Establish performance expectations and manage employee performance.
• Review activities and performance with staff to demonstrate alignment with corporate and business unit goals.
• Ensure a safe and healthy work environment for all employees.
• Authorize overtime to complete critical tasks and respond to on-call situations in compliance with business practices and collective agreements.
Qualifications
• A High School diploma or equivalent (GED) and a Level II Wastewater Collection certificate with at least 10 years of relevant experience, including supervising operational teams, and the ability to obtain Level III and IV certifications through a defined development plan. OR;
• A High School diploma or equivalent (GED) and a Level III Wastewater Collection certificate with at least 8 years of relevant experience, including supervising operational teams, and the ability to obtain a Level IV certification through a defined development plan. OR;
• A 2-year diploma in Water Management, Engineering Technology, Business Administration or a related discipline with at least 10 years of experience in water, wastewater, or storm systems and supervising operational teams. OR;
• A degree in Engineering, Environmental Sciences, Water Management, Business Administration or a related discipline with at least 8 years of experience in water, wastewater, or storm systems and supervising operational teams.
• Specific knowledge of the operations and maintenance of class IV Waste Water collection systems is required.
• A valid Class 5 Driver’s License (or provincial equivalent) with no more than 6 demerits, or a Graduated Driver’s License (GDL) with no more than 4 demerits, with no current suspensions or charges pending.
• Possess ability to analyze and plan to optimize business performance as well as plan for future operational needs and capabilities.
• Clear communication skills that can convey expectations to multiple internal and external stakeholders and achieve results.
• Ability to develop high performing and cohesive teams in an operational environment that requires timely response in order to protect public health and safety.\
• Ability to lead and support efforts to continually improve business practices and processes to maximize business unit
resources and achieve operational excellence.
• Ability to problem solve, achieve ‘stretch’ goals, confidently challenge the status quo, think outside; the box, influence and engage teams to deliver on results.
• Equivalent combinations of experience and education may be considered.
Working Conditions: Occasional site visits will include exposure to odors, traffic and various weather conditions.

Major Responsibilities
Reporting to the Manager, Closed Landfill Operations, the primary functions associated with this position include, but are not limited to:
• Implements detailed plans and recommends policies/procedures regarding program specific requirements.
• Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Ensures that staff perform within the guidelines associated to the Provincial/Municipal legislation and SWM Senior Management.
• Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work.
• Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
• Supervises and implements construction and maintenance projects for the control of landfill gas emissions, odours and leachate seeps; ensures safety precautions are met for surrounding area and close proximity of closed landfill sites to surrounding buildings/structures or the public.
• Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Supervises the activities and ensures the timely/efficient completion of ongoing construction and maintenance projects.
• Leads employees, sub-contractors and suppliers through construction and maintenance projects; reviews safety and work practices.
• Ensures appropriate training for staff, ensuring compliance with use of protective safety equipment for identified hazards.
• Responsible for the design, maintenance, repairs, with a main focus of Civil Works for Closed Landfills sites and yards.
• Responds to inquiries/complaints from senior staff, project stakeholders, union staff and the public and takes appropriate action to resolve unsatisfactory situations.
• Monitors practices of contractors for proper service delivery, coordinates receipt and placement of clean fill at the Keele Valley Landfill site, and other closed landfills for routine landfill cap and site maintenance.
• Liaises with senior staff, project stakeholders, union staff and the public regarding construction matters information communications/exchange.
• Liaises with Corporate Labour Relations staff and manager as required for any grievances or labour relations issues.
• Conducts workplace inspections.
• Responds to unscheduled maintenance requirements and emergency situations.
• May be required to work shifts, weekends, overtime and holidays.
• Maintains knowledge of technological developments in the fields of construction methods/materials; landfill infrastructure and site maintenance, applying appropriately.
• Liaises with Operations & Technical Services staff to ensure projects meet the requirements of CLO Operations.
• Applies knowledge of closed and/or operating landfill sites to planning and execution of construction and upgrade projects at closed landfills.
• Successfully manages staff schedule to avoid operational disruptions and ensure Operations’ priorities of projects.
• Executes construction, upgrades and maintenance projects; and estimates/orders materials from drawings.
• Maintains records of Daily Pre-Trip Inspection Reports for Commercial Vehicle Operations Registration (CVOR) vehicles and Driver Status.
• Coordinates with fleet maintenance and maintains records regarding CLO fleet and status. Provides input/recommendations for upgrades, replacement of the CLO fleet.
• Provides staff with a safe and healthy work environment through administration of City Health and Safety policies and procedures.
• Ensures all work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies. Understands and practices all Health and Safety policies.
• Coordinates and delivers required safety training programs and assures workforce compliance with OHSA job safety requirements.
• Ensures annual equipment inspections and certifications are completed and up to date.
• Performs other related duties as assigned.
Key Qualifications:
Your application must describe your qualifications as they relate to:
1. Post secondary education in a discipline pertinent to the job function or equivalent combination of education and experience.
2. Considerable supervisory experience gained through years of progressively more responsible positions that include scheduling, planning, coordination and supervision of maintenance and construction projects.
3. Considerable experience in earthworks, excavations, trenching, grading etc.
4. Experience in the use of corporate computer software applications , Microsoft Office Suite, (MS Excel, MS Word, etc.)
5. Considerable experience in construction, building repairs, reading contract documents and specifications.
6. Considerable experience in coordination and/or supervision of contractors, and to work cooperatively with front line staff and operations units.
7. Must possess a valid Ontario Class “G” Driver’s Licence and ability to obtain a City driver’s permit.
8. Effective team leader with a track record demonstrating innovative and results oriented leadership, ability to promote and foster teamwork, and establish an environment for success.
9. Ability to plan and organize work and/or projects with a minimum of direction.
10. Ability to supervise/coach and train employees and enhance development and performance of their skills.
11. Ability to read and interpret schematics, drawings and blueprints.
12. Knowledge of purchasing procedures, By-laws, policies and guidelines
13. Knowledge and proficiency in the delivery and contracting for construction related to building and property site works and repairs to City Solid Waste Management or similar facilities & grounds. Bring strong interpersonal skills that include customer service, leadership, teamwork, written and oral communication and conflict resolution skills.
14. Knowledge of the Collective Agreements (Toronto Civic Employees’ Union Local 416 and Canadian Union of Public Employees Local 79) and related Labour Legislation, corporate standards, policies and practices.
15. Knowledge of federal, provincial and local codes and ordinances pertinent to building and property maintenance, design, and construction. (i.e. Ontario building Code (OBC), AODA standards, Ontario Fire code, etc.).
16. Significant knowledge of the OHSA, applicable regulations and legislative requirements.
17. Effective administrative, planning, human resources and financial management skills.
18. Experience supervising in a union environment is considered an asset.
19. Any certification in Health and Safety, WHMIS and HACCP would be an asset.
20. Knowledge of landfill operations is considered an asset.

Your responsibilities include performing the daily operation and maintenance of the water distribution and wastewater collection systems. This includes monitoring and inspecting the Supervisory Control and Data Acquisition (SCADA) system, diagnosing utility system issues, and completing necessary repairs to maintain system integrity and service continuity. You will also provide input to the Public Works Supervisor, Utilities Manager, or Civil Engineering Technologist regarding operational issues.

You will lead the overall direction, planning, management and delivery of operational services for key customers of the Water Quality and Regulatory Assurance (WQRA) division. Primary duties include:
• Manage all aspects of people resources in your area, including workloads, schedules, and priorities.
• Coach and mentor employees to create and nurture a working environment that engages and develops staff.
• Lead your team to meet high safety standards, deliver on Service Level Agreements, and ensure WQRA laboratories maintain ISO/IEC 17025 accreditation.
• Lead opportunities for improvement that support efficiency and effectiveness and facilitate workforce and leadership development.
Qualifications
• A completed 2-year diploma in Chemistry, Biology, or a related environmental discipline and at least 8 years of experience in a laboratory setting.
• Experience and knowledge of laboratory operations, quality management systems, and the water utility business, including regulatory, safety, financial, technology and technical capability, are essential.
• Formal training or certification in customer service, project management, and coaching and supervising staff would be considered an asset.
• The successful candidate will demonstrate strong abilities in operational leadership, critical thinking, collaboration, relationship building, customer focus, communication, project management, and change leadership.

As a Planning Engineer, you will provide technical expertise, concept design, planning, and engineering analysis within the Stormwater Project Development Team in the Utilities Project Development division. Working closely with Senior Planning Engineers, you will support innovation and continuous improvement in stormwater management to ensure the stormwater line of service meets technical and customer levels of service. This includes aligning stormwater risk mitigation strategies with evolving service expectations in a changing climate. You will contribute to the planning and analysis of existing stormwater systems to optimize system performance and service value. Primary duties include:
• Plan, design, manage and deliver projects (in-house and through hiring consultants) to support the planning and analysis functions of the Water Utility, including management of project scope, budget, deliverables, and schedule (internal and consultant executed projects).
• Develop, maintain, calibrate, analyze, and apply stormwater engineering tools, including 1D¿1D and 1D¿2D hydrologic and hydrodynamic models.
• Contribute to the development of stormwater engineering strategies and programs to ensure the system meets required technical and customer levels of service, including incorporating risk mitigation approaches that respond to evolving service expectations and a changing climate.
• Provide input to investment planning and stormwater prioritization methodologies, including support for initiatives and multi-service outcomes, to enable an equitable approach to managing and mitigating stormwater-related risks.
• Track trends and developments in the fields of stormwater management, innovations in stormwater modelling and planning, and modelling technology improvements (hardware and software).
• Build and foster networks and relationships with internal and external technical experts and operational staff to influence positive outcomes and adoption of new approaches, engineering technologies, and innovations.
• Manage communication and collaboration between interest holders of stormwater project development work including with other City departments, regulators, industry partners, and customers.
Qualifications
• A degree in Civil Engineering or equivalent discipline and at least 4 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work. • Experience must include using hydraulic modeling and analysis of stormwater collection and conveyance networks.
• Experience in project management, financial management, managing consultants and administering contracts is required.
• Strong technical knowledge in GIS and in stormwater network analysis and design, including the application of stormwater hydraulic modelling tools are required, preferably PCSWMM and InfoWorks ICM ID-1D and 1D-2D Models.
• Experience with Python scripting to support GIS analysis and automation is considered an asset.
• Knowledge and experience of risk analysis and municipal, provincial, and federal legislations related to the water utility would be assets.
