Our Regional Water Operations team is hiring a Business Management Specialist (Full- Time Permanent) position working at our Calgary, Alberta location. This position reports to the Senior Manager, Commercial Operations and is eligible for our hybrid Where We

As a Business Management Specialist you will lead initiatives and outcomes across Regional Operations to ensure processes are consistent with other areas in EPCOR, compliance with contract deliverables, internal and external audits and certifications such as International Organization Standards (ISO), and business development proposals. You will closely collaborate with Operations Managers, Project Managers and Senior Management to adopt technologies that improve process efficiencies and business development pursuits.
What you’d be responsible for
• Leading change management process for the Commercial Services business unit to ensure uninterrupted water and wastewater services and fulfilment of contractual key performance indicators (KPIs).
• Developing compelling business proposals for Water and Wastewater projects and operations and facilitating relevant workshops and other client focused interactions.
• Recommending and driving initiatives for process improvements including software implementation, client interaction, report generation, project invoicing and controls.
• Fostering strong relationships within Regional Operations teams as well as cross functional collaboration with other teams in EUI to drive valuable contribution and input in defining the operational, capital, growth plans and roadmap.
• Ensuring optimal delivery of business results against key performance metrics across financial; business processes; operational effectiveness; new technologies; team productivity; employee and client measures.
• Developing, implementing and reviewing business processes to ensure compliance to policies, standards, regulatory requirements and ensuring mitigation of risks.
• Liaising with a variety of operations, site and business managers to successfully implement optimization opportunities; develop additional metrics for tracking and improving operational performance.
• Supporting Regional Operations Managers and Project Managers to prepare contracts, fulfil contract deliverables, prepare reports and presentations to industrial and municipal clients.
• Ensuring optimal deliverables by implementing effective cross-functional accountability and relevant authority practices within the context and limits prescribed by the Senior Manager.
What’s required to be successful
• A degree in Science, Engineering, or Business or an MBA from a recognized post- secondary educational institution is required.
• A Professional Engineering (P.Eng.) designation required.
• 5+ years of experience, preferably consulting within the water/waste water industry
• A combination of post-secondary education and experience may be considered.
• Comprehensive knowledge and experience in water/waste water systems and project management processes as well as industry regulations and best practices.
• Possess Operations Technology Project Management Experience to:
• Understand Agile Project Management Frameworks such as SCRUM and/or Kanban
• Manage software development contractors and software vendors for both off the shelf and custom solutions
• Conduct Business analysis in translating project requirements from operations to software developers
• Possess Utilities Operations Experience to:
• Understand Industrial SCADA systems – GE iFix, Rockwell Factory Talk, etc.
• Possess Database Management and Data Visualization Experience to:
• Work with large data lakes in Azure using queries and APIs
• Work with on premise SQL databases
• Create Power BI reports using Power Query
• Advanced working knowledge of Microsoft products, specifically SharePoint.
• Exceptional communications (verbal, business writing and editing) and interpersonal skills with an attention to details combined solid organizational skills and ability to effectively manage shifting priorities
• Openness to coach and mentor others
As the successful Business Management Specialist, you demonstrate the ability to achieve objectives on time and to a defined standard, you advocate for and identify opportunities to streamline processes, increase efficiency, reduce waste, and improve products and results. Position overview
Resumes are being accepted for the position of Project Manager, Wastewater. Reporting to the Manager, Operations Wastewater Services, this position is responsible for the planning, execution and completion of capital-funded projects on behalf of the Wastewater Services Division. Effective communication within the division and throughout the organization, including Procurement, Engineering and Finance, as well as external Consultants and Contractors is required to effectively coordinate and deliver a variety of capital funded projects within the established schedule, budget and scope.
Key duties and responsibilities:
• Project manage a variety of capital project related assignments in either the wastewater collection system or wastewater treatment system with an emphasis on the latter.
• Direct internal and external project teams and provide technical direction to ensure desired project performance objectives are met.
• Coordinate the review of detail designs for engineering construction projects for wastewater facilities and other related work, including review of design calculations as required.
• Develops formal project documents including Project Charters, Schedules and Risk Registers, and ensures project management rigor consistent with protocols of the City’s Project Management Office.
• Completes financial reporting and co-ordinates project financial accounting including but not limited to processing of payment certificates and invoices.
• Engages internal and external stakeholders as required through the design and construction process.
• Attend meetings with City staff, internal departments, divisions and external stakeholders, as a representative of Wastewater Services.
• Assists with capital planning and supports the implementation of related capital upgrades, studies, major maintenance work, and coordination of project related training.
• Prepare contract documents and specifications, purchase orders/requisitions, requests for quotations, and tendering as required.
• Responsible for writing reports and memos for customers, staff and management, as well as support for new SOP’s, technical specifications, capital training requirements and work instructions.
• Ensure consultants, contractors, and suppliers are compliant with contract specifications, corporate policies and Ministry of Labour health and safety requirements.
• Ensure compliance with Occupational Health and Safety Act requirements, corporate health and safety policies, and contractor safety management.
• Pro-actively identify and address problems as they arise, as well as multi-task, prioritize and meet stringent deadlines and other KPIs.
• Other duties as assigned.
Qualifications and requirements
• Considerable experience related to the duties listed above, normally acquired through a post-secondary degree in Engineering or a related discipline, and considerable project management experience in a Wastewater operational environment.
• CET designation is preferred
• Experience managing projects related to Wastewater Treatment Infrastructure preferably in a municipal environment.
• Experience managing project scope, budget and meeting deadlines.
• PMP, PgMP or CAPM designation is an asset
• A valid Class G driver’s licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirement.
• Knowledge of all wastewater related project phases (including conceptual design, pre- design, detailed design, and construction administration).
• Excellent understanding of municipal wastewater infrastructure and process design.
• Ability to utilize PMI project management methodologies (PMBOK) and software tools.
• Ability to coordinate the efforts of multi-disciplinary project teams.
• Proficiency with contract management and vendor management practices in capital project settings.
• Ability to work independently or as part of a team.
• Knowledge of the Occupational Health and Safety Act and other applicable legislation.
• Knowledge of wastewater industry, municipal and provincial regulations related to wastewater treatment, collection, operation, maintenance, and environmental compliance.
• Excellent project management skills and the ability to manage multiple priorities.
• Excellent communication skills with the ability to communicate with all levels of staff, stakeholders, the media and the general public.
• Experience with Microsoft Office (Word, Excel and Outlook).
• P.Eng. or eligible for registration in the province of Ontario is an asset.
• Experience with GIS and AutoCAD would be an asset.

Hours of work

Reporting to the Director, you will provide strategic leadership, drive change, empower employees, and enable service excellence to protect public health and the environment. The Deputy Director position will champion and develop cross Business Unit strategy, advance performance, and strengthen the culture of Water Services. Our Water Services Department is seeking a Director, Operations & Maintenance who will lead a team of 160 staff responsible for the supply, treatment and transmission of drinking water to the 2,800,000 residents of the Regional District of Metro Vancouver.
You are an energetic leader who is comfortable working in a 24/7 environment and will inspire and motivate field and office based operations, maintenance and engineering teams to excel in the areas of safety, quality, delivery of services, financials and environmental performance.
The Director, Operations & Maintenance reports to the Deputy General Manager, Operations.
This role:
• Leads the Water Services Operations and Maintenance (O&M) function and is responsible for providing strategic direction for all aspects of storage, treatment and delivery of drinking water to the region’s member jurisdictions. Oversees the monitoring and remote operation of the water transmission, water treatment and wastewater collection systems; ensures systems operate in accordance with performance standards; and provide direction for resolving problems. Performs a key role in the delivery of essential water services to region and works closely with the General Manager and Deputy General Manager of Water Services to develop and implement the department’s short and long-term strategies and plans.
• Accountable for annual and long range budget preparation, reporting and resource allocations. Predicts changes in operating and maintenance costs; oversees the preparation of business plans; and establishes and monitors performance indicators. Directs the deployment of a complex mix of cross functional financial resources; monitors and controls spending ensuring the effective and efficient expenditure of allocated funds; and ensures plans and expenditures align with departmental and corporate strategic objectives.
• Analyzes the performance of the O&M function; identifies opportunities for improvement; and addresses underperformance. Directs initiatives to improve water treatment and transmission operations. Works to ensure
maintenance programs minimize unplanned maintenance; optimize the performance and reliability of equipment and infrastructure; and utilize relevant state-of-the-art maintenance practices and technologies.
• Works collaboratively with other divisions and departments affecting or affected by the function’s activities and contributes to planning and engineering initiatives to ensure regulatory requirements, service levels and other performance criteria are met on an ongoing basis. Supports the General Manager and Deputy General Manager in responding to regulatory changes and ensures operation and maintenance best practices are integrated in plans.
• In alignment with the Dam Safety Policy, is responsible to (i) have trained and competent staff who provide support for operation, maintenance, surveillance and security at the water utility dams, and ancillary infrastructure (ii) coordinate the efforts of the division’s staff, and (iii) ensure that processes and programs are in place to support dam safety, public safety, dam operations and dam maintenance.
• Aligns work activities with the goals and objectives of the department and organization and contributes to initiatives requesting input in a timely manner. Prioritizes work in consultation with the General Manager and Deputy General Manager and oversees a range of internal and external reporting activities.
• Hires, supervises, directs and develops staff monitoring performance in accordance with goals and objectives. Provides general direction to staff with emphasis on the planning, development and implementation of programs and operations. Ensures adherence to corporate policies and collective agreements.
• Leads, coaches and mentors staff recognizing the importance of leadership, supervisory, and technical training. Develops and sustains a flexible and resilient workforce and encourages staff to pursue opportunities that complement their skills and experience. Works collaboratively to resolve complex technical and interpersonal issues staff encounter while doing their work.
• Represents the department on committees and cross functional senior teams and liaises with external agencies, member jurisdictions and the public on a variety of issues and concerns affecting the water utility. Recognized as an authority in area of specialization, provides advice and guidance to the Corporate Planning Committee and provides advice, recommendations and follow-up to Metro Vancouver Board and Committees.
•Performs other related duties as required.
To be successful, you have:
• Bachelor of Applied Science degree in civil engineering or other relevant field. 10 years of recent, related progressive experience supplemented by formal business management training; or an equivalent combination of training and experience.
• Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers and Geoscientists of British Columbia (EGBC).
• Expert knowledge of best practices for managing the storage, treatment and transmission of drinking water. Expert knowledge of regulatory requirements, service levels and other performance criteria affecting the operation of the regional drinking water utility. Considerable knowledge related to overseeing and troubleshooting the monitoring and remote operation of essential utility services.
• Demonstrated operation and maintenance experience for drinking water services in an urban area; experience in applying new technologies to problem solving.
• Excellent budgeting and financial management skills. Demonstrated ability to manage and direct the deployment of a complex mix of cross functional financial resources and effectively monitor and control spending ensuring the effective and efficient expenditure of allocated funds.
• Ability to exercise a high degree of independent judgment to resolve complex technical and operational challenges. Qualifications and requirements

• An Industrial Electrician (442A) or Construction and Maintenance Electrician (309A) Electrical License. Must Have a Valid Instrumentation Electronics Technician (447A).

Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. • Experience with Supervisory Control and Data Acquisition Systems (SCADA) and Computerized Maintenance Management Systems is an asset.
• Ability to work in physically demanding conditions including regularly lifting objects up to 25kg, climbing ladders, working on elevated platforms, entering pits, and working in confined spaces.
• A good understanding of the Occupational Health and Safety Act and other applicable legislation and specifications.
• Experienced working in a wastewater treatment facility and knowledge of MOECC regulations would be an asset.
• The successful completion of the Class I Wastewater Treatment exam with the ability to obtain the Class 1 Wastewater Treatment License within 48 months of the start date.
• Knowledge of hydraulics, pneumatics, building HVAC systems would be an asset.
Hours of work
Any five (5) consecutive (8) hour shifts, Monday to Friday between the hours of 6:00 a.m. to 4:00 p.m. On call is a requirement of this position.
Pay/Salary
CUPE 241 Grade 9 : $38.74 per hour

JOB SCOPE
Working as a team leader, project manager and facilitator performing complex administrative and professional tasks in the engineering, organizing, planning, and management of water operations for the CBRM Water Utility. Works under the general guidance and direction of the Director of Engineering & Public Works.
MAIN FUNCTIONS
• Manages supervisory and department support staff motivating directly or through other staff.
• Plans, organizes, coordinates, and evaluates programs, plans, services, staffing, equipment, and infrastructure. Working with staff evaluates needs and formulates action plans, reengineering work processes to meet service delivery needs.
• Ensures regulatory compliance in all areas of drinking water treatment and distribution. Oversees development and implementation of a comprehensive water utility management strategy. Inputs, analyzes, and adjusts relevant treatment and water quality parameters in accordance with NSE regulations.
• Supports a utility wide water loss reduction program with full integration between all operating sections. Monitors and reviews performance to ensure appropriate performance targets and timelines are being adhered to.
• Utilizes CBRM enterprise asset management software (EAM) and ensures adherence of staff to protocols to manage service requests, work orders, etc., for the department and maintains a variety of records relating to personnel, equipment, process, supplies, and reports. Implements maintenance activities in the CMMS environment. Inputs, compiles, and analyzes relevant asset management information daily in the CBRM EAM software to support capital planning.
• Participates in the facilitation of capital programs including project selection, preparation of proposal and tender documents, procurement of engineering and contraction services, project management and oversight. Oversees assigned projects to ensure contractor compliance and execution project deliverables. Directs contractors carrying out work on related facilities or infrastructure.
• Maintains regular contact with engineering, consulting engineers, construction project engineers, municipal, provincial, and federal agencies, professional and technical groups and the public regarding utility activities and services.
• Oversees the safety of assigned workers by instructing individuals in proper safety procedures and monitoring their work in progress.
• Develops and implements process initiatives to promote maximum operating efficiencies in the treatment and pumping facilities. Controls and monitors operating costs and reviews the ongoing performance of the utility.
• Develop and administer budgets exercising cost control on an ongoing basis.
• Prepares reports for council and committee. Recommends policy for council adoption.
• Advises in the development of SCADA system for the monitoring and control of pumping stations, DMAs, lift stations and other remote locations. Reviews and implements changes as required. Ensures the consistency and quality of the industrial control system in maintenance.
• Works closely with the Senior Manager or Public Works, Manager of Technical Support Services, Manager of Wastewater Operations, CBRM Engineering Services, and other EPW and CBRM departments to ensure complementary relationship dealing with overlap of staff resources.
• Advises Managers, Director and other municipal officials in matters relating to water and activities; acts as the direct line of communications to other functions within the CBRM; provides information to various civic, school, and public groups and individuals regarding water and wastewater services.
• Provides interpretation and administration in Labour Relations to ensure consistency in the application of Collective and Supplementary Agreements and Letters of Understanding.
• Participates in recruitment and selection activities.
• Oversees the preparation of engineering plans and specifications, bidding, competency of contractors and vendors and the selection criteria for public works contracts.
• Participates in grievance procedure and resolution.
• Provides counseling, on a confidential basis, to staff including resolution of disputes.
• Trains, supervises, and disciplines employees performing the duties of this department.
• Participates in strategic planning for the Utility.
• Studies and evaluates department policies and procedures for measuring performance and productivity to improve the efficiency and effectiveness of the operation.
• Monitors intergovernmental actions affecting public works,
• Ensures the timely and accurate submission of all regulatory reporting to Nova Scotia Environment and Nova Scotia Utility and Review Board.
• Promotes good public and customer relations.
• Other duties as assigned by the Director of Engineering & Public Works.
MINIMUM QUALIFICATIONS
• Bachelor of Engineering Degree in a related field (Civil, Chemical, Environmental).
• Minimum 10 years related experience in a related field.
• Member of Engineers Nova Scotia or ability to join.
• Equivalent combination of education and experience may be considered.
• Must possess and maintain a valid Nova Scotia driver’s license.
• A medical assessment including physical, vision, and hearing tests. Medical assessment must show the capacity of performing tasks of the classification. This will be conducted at a later date.
PREFERRED QUALIFICATIONS
• Experience with EAM software and knowledge of computerized maintenance management systems.
• Knowledge of SCADA systems, process instrumentation and control.
• Demonstrated experience in supervision in a Union environment.

• Emergency First Aid/CPR-A/AED

• Considerable knowledge in the field of water/wastewater processes, practices, regulatory standards, and requirements

• Thorough knowledge of equipment, facilities, materials, methods, and procedures used in public water systems, pumping, treatment and distributions systems, knowledge of pipe installation, connection, and repair.
