Summary
This position carries out inspection of industrial, commercial and institutional sites, management and enforcement of regulatory requirements (codes of practice, permits and authorizations). The position provides specialist, technical, outreach and research services to the Regional Source Control program (RSCP) and other Environmental Protection programs. This position also provides support to other outreach, scientific and regulatory programs within the Parks and Environmental Services Department.

Key Duties & Responsibilities
• Inspects industrial, commercial and institutional (ICI) sites, investigates new, or unregulated, businesses and liaises with site owners, managers, and operators regarding bylaw compliance.
• Interprets and provides advice and recommendations on permits, codes of practice and authorizations while working with diverse businesses and ICI operations.
• Prepares, amends and manages waste discharge permits, codes of practice and authorizations.
• Initiates investigations regarding permit, authorization and code of practice compliance and undertakes enforcement policy actions including making referrals to CRD Bylaw enforcement, obtaining evidence to support legal action and presenting evidence in court when required.
• Prioritizes and schedules inspections to meet program targets.
• Evaluates waste discharge proposals, engineering drawings and other information and provides information and feedback regarding bylaw compliance.
• Investigates complaints and reports regarding discharges of contaminants into CRD collection systems and treatment facilities.
• Assesses the practical application of bylaw requirements and recommends appropriate amendments.

• Provides audit and/or reporting services to, and coordinates inspections with other programs including Cross Connection and Control, Demand Management program and the Stormwater Harbours and Watersheds program.
• Provides recommendations and guidance to business owners, operators, managers, and contractors regarding bylaw compliance.
• Performs spreadsheet preparation, contaminant load calculations, data entry and record keeping.
• Prepares correspondence, compliance letters and writes technical and other reports.
• Analyzes and evaluates ICI water use, wastewater and compliance data and performs quality assurance checks.
• Enters data into a compliance database and carries out record extraction, quality assurance checks, reporting, statistical interpretation, inspection planning and liaison with the Information Technology department regarding database requirements.
• Works proactively with stakeholders, including local and senior government, to share information, coordinate site visits and achieve multi-jurisdictional compliance.
• Researches developments in ICI waste management practices and waste treatment technologies.
• Provides technical services to other Parks and Environmental Services projects or programs as required, including inspections, outreach, research, preparation of reports and program information.
• Initiates and facilitates stakeholder involvement and input regarding proposed amendments to the sewer use bylaw.
• Participates in the development and implementation of outreach initiatives that build partnerships and educate clients regarding program, division and department goals
• Provides work guidance and direction regarding sampling support, data interpretation and reporting.
• Follows all policies, procedures and standards of the CRD.
• Performs other related duties as required.

Key Skills & Abilities
• Excellent communication (verbal and written), interpersonal and customer service skills are required.
• Experience working with owners, managers and operators of businesses/institutions, municipal staff and members of the general public regarding environmental regulations, source control, cross-connection control, demand management and environmental education.
• Experience in securing facts through investigation, inspection and research
• Experience with interpretation of chemical analytical data
• Experience in directing the work of technical staff
• Working knowledge of environmental regulations at the federal, provincial, regional and municipal level
• Ability to interpret and explain regulations, policies and bylaws applicable to source control, cross connection control and demand management

• Sound knowledge of municipal water and wastewater infrastructure, common liquid waste contaminants, pollution prevention techniques, wastewater pre-treatment methods, sampling, analytical techniques and safety procedures.
• Proficiency and experience with word processing (MS Word), spreadsheet (MS Excel), presentation (MS PowerPoint), database (MS Access) and website software.
• Excellent organizational skills
• Ability to establish and maintain constructive working relationships and deal tactfully, firmly and fairly with representatives of businesses, institutions and the public.
• Experience in the preparation of clear, concise technical reports
• Ability to work as part of a team, respond to broad direction, use initiative and innovation, use sound professional judgement and produce results with a minimum of supervision.
• Ability to use considerable independence of judgment and action in applying technical knowledge and environmental regulations is required.
Qualifications
• Degree in a related discipline
• A minimum of 5 years’ directly related experience
• An equivalent combination of education and experience

Duties/Responsibilities

• Leads capital planning program and project delivery (e.g., workflows, tools) in collaboration with other teams in the Division, and Design and Construction Division teams. POSITION SUMMARY: Under the general supervision of the Superintendent Sewer & Water, is responsible for the supervision and operation of the Contract Project Services Unit and the Water Metering repair and installation area.

MAJOR RESPONSIBILITIES:

1. Directs the supervision, operation, and maintenance of the Unit.
2. Hires, trains, directs, develops job descriptions, carries out performance reviews, recommends levels of pay, disciplines, investigates compensation claims and accidents, approves vacations and leaves of absence, terminates and organizes the work force to carry out the Unit’s services.
3. Provides overall management for specific projects involving design, construction, and commissioning through co-ordination with consultants, other divisions and management.
4. Confers with consultants, contractors, regulatory agencies, other governmental organizations, peers, senior management and the public.
5. Plans and oversees the initiation of expenditures, identifies priorities, develops unit budgets and monitors expenses for budget compliance.

6. Ensures that plans, procedures, standards, safety precautions and rules are put in place and staff work in compliance with all related Provincial, Federal and Corporate regulations, requirements and policies.
7. Arranges for insurance, equipment, procedures and controls to be in place to protect the Municipality from civil liabilities.
8. Prepares and ensures record keeping, drawings and reporting requirements are maintained in compliance with all related regulations, requirements and policies.
9. Promotes and oversees the development of work practices, training programs and staff involvement, to ensure worker safety, efficiency, employee development and fair working conditions.
10. Participates in the on-call duties associated with the wastewater collection system and water distribution emergency response protocol and assumes the duties of the Operator in Overall Responsibility.

QUALIFICATIONS:

Education/Experience:
• Degree in civil, mechanical, chemical or environmental engineering, or related field, with three years combined administrative and supervisory experience, preferably in the municipal sector; or
• Diploma in an engineering technology field; or related field; with five years combined administrative and supervisory experience, preferably in the municipal sector; or
• Class IV certificate of competency for water distribution and a Class III licence for wastewater collection; with five years combined administrative and supervisory experience, preferably in the municipal sector; and
• Proven experience in installation of infrastructure, asset management and maintenance programs

• Strong leadership skills together with the ability to motivate staff

Position overview

The Water Program Coordinator will work as part of a dynamic and collaborative team within the Compliance, Programs and Performance division to coordinate and deliver the City of Guelph’s public-facing residential water efficiency, tap water promotion and wastewater education programs based on the Council-approved recommendations of the Water Supply Master Plan and Water Efficiency Strategy, operational needs and the environmental programs framework for Environmental Services.
This position requires excellent program management skills to set goals and objectives for existing rebate, education and outreach programs, research, and development of new programs, with a focus on continuous improvement. This portfolio also includes communications planning and executing on meaningful promotion and engagement with the public (residents, youth) to achieve desired behaviour change and target water savings. The Water Program Coordinator will be an experienced coordinator, with the ability to development, implement, collect data and analyze the results of the initiatives they undertake, with support from the Supervisor,
Environmental Programs and provide day-to-day oversight of co-operative learning and seasonal staff, as required.

Key duties and responsibilities

• Assist in the implementation and optimization of the recommendations in the 2016 Water Efficiency Strategy or future iterations, and operational needs of Environmental Services. Coordination including, but not limited to, the following programs:
• The City’s tap water promotion program, such as coordinating and administering the Guelph Water Wagon service (with seasonal staff support).
• The City’s Blue Built Home Program including all rebate programs (e.g. rainwater harvesting, greywater reuse, water sub-metering and Royal Flush toilet rebate).
• Provide technical review and product evaluation of water-using technologies, practices and behaviors, including an education program on residential water softeners.
• Public outreach events
• The City’s water and wastewater youth-based programming, including in-school presentations, facility tours of Water Services and Wastewater Services, and summer camp programming (with seasonal staff support).
• Public and youth-based special events with internal and external partners, such as World Toilet Day, H2Awesome and the Waterloo Wellington Children’s Groundwater Festival.
• Sourcewater education and outreach, including salt management.
• Wastewater public education and outreach
• Set and achieve program goals/targets to achieve water savings, monitor success and evaluate results in alignment with the Water Efficiency Strategy.
• Evaluate program effectiveness, communicate results and make recommendations to management and other stakeholders on program, process, policy and procedure improvements.
• Complete the administration of customer incentives, customer service support and validation/verification of related incentive documentation including water-using fixture audits (if required)
• Develop promotional and marketing materials to inform customers and increase awareness of pertinent water use and tap water programs, policies and resources.
• Produce quality publications including Council reports and grant funding applications as needed to support the delivery of the Water Efficiency Strategy.
• Coordinate contractors/consultants for water efficiency projects by preparing project charters, terms of reference, specifications, reviewing of proposals/ quotations and make recommendations for contract awards; monitor and evaluate contractor performance.
• Preform relationship building, program outreach, marketing and program delivery with the public, area municipalities, agencies, and local contractors to promote water efficiency and the protection of wastewater infrastructure.
• Frequent travel within the City and regionally, including program consultation and delivery and coordinating contractors on-site, applying corporate Health and Safety protocols.
• Perform other related duties as assigned.
Qualifications and requirements
• Experience related to the duties listed above, normally acquired through the completion of a University degree in Environmental Studies, Resource Management or a 3-year community college diploma in Environmental or Civil Engineering Technology or a related discipline and minimum of 3 to 4 years’ experience with developing and successfully delivering utility-related rebate/certification programs. Candidates with an equivalent education and experience may be considered. • Experience in seeing projects through to successful completion by applying project management principles.
• Experience presenting to and engaging technical and non-technical audiences of various ages in large and small groups.
• Experience successfully collaborating with community partners and special event planning and execution.
• Must possess a valid ‘G’ driver’s licence and have a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last five years. The City of Guelph will take into consideration the number of demerit points.

Hours of work
35 hours per week Monday to Friday between the hours of 7:00 am and 5:00 pm. The position requires the ability to shift schedules to facilitate community outreach programs between the months of March and September inclusive, which may include occasional work in the evenings and weekends.

Pay/Salary

Reporting to the Commissioner, Public Works, the Director, Water and Wastewater Services (Director) will provide direction for Niagara’s water & wastewater services, ensuring the long-term delivery of sustainable, effective, and affordable services to the region. The Director provides strategic and operational leadership in the delivery of regional services and is also accountable for medium to long range people resource planning for the division, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. The Director is accountable for the development, management and administration of annual and multi-year capital and operating budgets for the division, ensuring support of Council’s objectives, financial transparency, and compliance with corporate financial policies.
The successful candidate holds a post-secondary degree in Applied Science, Engineering, or other relevant area of study, coupled with 10+ years of senior management and leadership experience directing the activities of a large and complex operation, preferably within the municipal sector or other unionized public service. The Director will be a licensed Professional Engineer (P. Eng) with the Professional Engineers of Ontario (PEO) or hold certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T.), and ideally have MOE Class IV Wastewater Treatment and MOE Class IV Wastewater Collection certificates.

As the Leader, Water Treatment Capital Maintenance, you will lead and provide strategic direction to the Capital Maintenance team within the Water Treatment Division, whose focus is on delivering capital maintenance projects to address risks associated with Calgary’s water treatment plants and secondary stations. The team is part of the Water Services business unit, which oversees the operation of three lines of service: Water Treatment, Wastewater Treatment and Stormwater. As a member of the Water Treatment Leadership Team, you will be expected to foster an inclusive leadership approach that promotes equity, diversity and inclusion, as well as psychological and physical safety. As a strategic decision-maker, you will possess political acumen and have experience in leading transformational change and enabling innovation. Primary duties include:
• Provide engineering expertise, strategic direction and leadership on project delivery including feasibility, pre- design, design, estimating, permit applications, public relations, contract administration (tendering, indemnification, approvals, permits), construction management, safety and commissioning.
• Provide direction and support to staff, including recruitment and selection, individual performance management, staff development, coaching, mentoring and succession planning.
• Develop strategic long-term planning, allocate resources and developing business processes.
• Provide leadership on management issues such as business planning, scheduling and utilization of resources, customer satisfaction, training and education, communication, project planning and liaise with leadership team, both within and outside of the Division.
• Assist in the development of capital and business plan budgets, financial reporting, status updates.
Qualifications
• A degree in Civil, Environmental, Mechanical, Industrial or Chemical Engineering.
• You must have at least 10 years of experience in project management in consulting engineering, government, or utility engineering (less experience may be considered under exceptional circumstances) obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details.
• A solid understanding of water treatment processes and operations and senior level project management experience is required.
• Experience in managing engineering activities and troubleshooting infrastructure challenges in highly regulated process plants or industrial environments would be considered an asset.
• A Project Management Professional (PMP) designation and experience with project tracking software would be considered an asset.
• Strong project management skills with demonstrated ability to manage staff to deliver projects within tight timelines to achieve multi-dimensional work programs.
• Demonstrated ability to build, develop and lead strong teams while maintaining positive work relationships, lead change and promote innovation. effectively on technical, operational, and business issues to multiple audiences.
• Strong political acumen, analytical skills, superior communication skills, with the ability to make strategic decisions that mitigates risks to Water Services.
• Aligning with City corporate values, you will have demonstrated success in building, developing and leading strong teams, leading and managing change, and establishing and maintaining strong and positive working relationships.
