This is CWWA’s flagship event and THE national conference for Canada’s water leaders.
We attract over 500 delegates from Canada’s water utilities, our private sector partners, provincial and federal governments, academia and the not-for-profit sectors.
While CWWA has hosted specialized events for over 30 years, this ‘consolidated’ event has merged all of the former events into ONE, all-encompassing national event focused on what the senior water manager needs to know.
This annual conference offers a wide-ranging technical program covering almost all aspects of the municipal water sector, while offering the best networking environment for Canada’s water leaders.
As THE national conference for the water utility sector, this event offers the best opportunity for sponsorship and exhibiting your products and services to Canada’s most senior water managers.

The “Window” is CWWA’s signature policy workshop.
Window on Ottawa is CWWA’s signature event focused on federal water policy. It is a unique event where you learn about everything you ever wanted to know about water at the federal level…and were afraid to ask.
The most senior national policymakers from each federal department and agency are invited to the event—not to tell us what they’ve already released, but to tell us what they’re working on now and what is coming next.
The Window on Ottawa is a fascinating forum to engage with these policymakers at a very early stage and leave with an understanding of what to expect as a water leader.

Health Canada will join us to update on Health Canada’s activities on drinking water including updates on draft and upcoming Guidelines for Canadian Drinking Water Quality.

France Lemieux is the Head of the Materials and Treatment Section in Health Canada’s Water and Air Quality Bureau. She holds a Bachelor’s degree in Biochemistry and a Masters’ degree in Civil Engineering -Water Resources. During her 33 year career at Health Canada, she has worked in drinking water for 23 years and has expertise in lead, copper and corrosion control. She is a member of various U.S. and Canadian committees on health-based standards for drinking water, treatment units and plumbing standards; Chair of the NSF Additives Joint Committee, a member of the NSF Council for Public Health Consultant and Chair of the Water Quality Association’s Public Health Review Board as well as sitting on the Board of Directors of RESEAU Centre for Mobilizing Innovation (RESEAU).

Anne Vézina holds a Master of Science in Environmental Health from the University of Montréal, with a specialization in human health risk assessment, as well as a Master of Science in Environmental Toxicology and a Bachelor of Science in Biology, both from the University of Quebec in Montréal. Anne has been working as a senior science advisor in the Water and Air Quality Bureau of Health Canada since 2005. Anne’s primary roles since 2008 have been to coordinate the activities of the Federal-Provincial-Territorial Committee on Drinking Water, and to contribute to human health risk assessments for chemical parameters in drinking water, to support the development of the Guidelines for Canadian Drinking Water Quality.

Helen Artelle is the Acting Manager of the Critical Infrastructure (CI) Strategic Coordination team at Public Safety Canada (PS). She oversees the delivery of activities and engagement in various program areas, including Industrial Control Systems (ICS) Security; Insider Risk; cyber security assessments; and exercises, aimed at increasing the resilience of Canadian critical infrastructure. Prior to joining the CI directorate in 2017, Helen worked in the Emergency Management and Programs Branch at PS, and has also held positions at Justice Canada and Correctional Service Canada.

Jean-Pierre Sturgeon is the Manager for Critical Infrastructure Partnerships, Energy Sector, at the Canadian Centre for Cyber Security (a part of the Communications Security Establishment (CSE)). Jean-Pierre has worked at CSE for 19 years, holding various positions throughout the organization, focusing on cybersecurity for the last 12. He is a graduate of Carleton University’s Norman Paterson School of International Affairs with an MA in International Affairs.

Nancy Hill will be presenting on the Canadian Infrastructure Benchmarking Initiative (CIBI). The benchmarking initiative was first developed in 1998 by four municipalities but has now grown to include over 50 Canadian municipalities. It now serves as the national standard for water, wastewater, stormwater and roads benchmarking in Canada and is considered to be the world’s most advanced public sector metric benchmarking exercise. The project has grown beyond metric benchmarking to facilitate process improvements in infrastructure management.

Jonathan is a Managing Director, Investments, at the CIB, and focuses on a number of sectors (including broadband and industrial decarbonization) and initiatives (including Infrastructure for Housing and Charging & Hydrogen Refuelling) nationwide. Jonathan has been part of the Canadian infrastructure financing landscape since 2008, including nine years with Casgrain & Company.

Alex Ryan is a Director, Investments at the CIB, and helped to develop the CIB’s Infrastructure for Housing Initiative and also covers projects in the clean power sector at the bank. He brings an extensive knowledge of project finance for major infrastructure projects, with prior experience at both Graham Construction and advisory firm Operis.
CWWA Workshops & Webinars
Much of our work is very specialized within specific streams that require a focus on specialized topics. Learning and information sharing can sometimes be best achieved though workshops.
