GENERAL DESCRIPTION:

The Supervisor, Underground Services is responsible for providing guidance and support in all areas of underground services including water distribution and wastewater collection. Primary responsibilities of this position include:

Employee Development: Performs supervisory tasks for assigned team members. Works with team to plan and balance workload. Ensures that the team is managed fairly and consistently and that work processes are followed and coordinated to guarantee service levels. Mentors, coaches, and provides support to staff. Assists in recruitment and training of staff.
Research and Implementation: Participates in the continuous research, development, improvement, and implementation of effective departmental strategies, tools, and guidelines based on the Municipality’s best practices. Analyzes the effectiveness of departmental programs and makes suggestions for further improvement. Provides input on department business plans, initiatives, and budget to ensure continuous achievement of department goals.
Departmental Guidance: Identifies and recommends changes to communication strategies affecting water distribution and/or wastewater collection. Investigates and responds to customer complaints and concerns. Identifies, recommends, and implements measures for improving long range operating programs. Maintains communication with external agencies and departments of the Provincial government involved in water distribution, wastewater collection and metering.

SKILLS REQUIREMENTS:

Candidates need to show evidence of the following:
• Ability to empower people, strong organizational skills, and use of innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
• Excellent interpersonal, analytical, and communication skills, as well as a demonstrated ability to assess situations from a business perspective.

• Proven customer focus with demonstrated ability to build effective relationships with internal customers, external providers, and industry contacts.

• Thorough understanding of all legislation, standards, and best practices pertaining to water distribution.
• Proficient in various software applications.
• Sound, practical judgment using independent decision making.
• Knowledge of all equipment used in water distribution, wastewater collection, and metering.

EDUCATION:

• An Engineering Diploma is required. An equivalent combination of education and work experience may be considered.
• Certified Engineering Technologist (registered with ASET) or education specific to water distribution/wastewater collection and metering totaling a minimum of 180 continued education units (CEU’s) are preferred.
• Level II Water or Wastewater treatment/distribution/collection Certification is preferred.

EXPERIENCE:

• Seven (7) years of experience in a municipal underground services environment with a minimum of two (2) years of experience in a supervisory role.
• Experience working in a public sector environment with unionized and non-unionized employees considered an asset.

OTHER REQUIREMENTS:

• Ability to provide a Criminal Record Check for review and acceptance.
• A valid Class five (5) Operator’s Licence is required as incumbent may be required to operate a personal or municipal vehicle for business use.
• Must be willing to work outside in all conditions.
• Immunizations are strongly recommended for work in unsanitary conditions.

Reporting to the Leader of Meters, you will be responsible for the overall daily operations of the meter team consisting of 4 Foremen and 24 Meter Servicemen. You will oversee the four areas in Meters: Consumptions, Pre-Install, Large Meters, and the Meter Shop. Manage performance of service contractors and meters suppliers, and ensure adequate inventory of all meter types, sizes and accessories. You will work closely with the Business Performance Lead, Meter Clerks, and Customer Experience and Billing section staff on process improvement initiatives and customer billing related concerns. Primary duties include:

• Manage staff including approval of weekly time sheets, annual vacations and monitor the absence support program.
• Schedule monthly safety meetings for entire department, chair monthly operations meeting (Leader & Foremen).
• Provide excellent customer service, resolve customer escalations including resolving any meter disputes and billing.
• Conduct monthly site inspections. Address installation issues and contractor concerns.
• Provide guidance related to worksite safety, job approach, regulatory compliance, and general quality assurance, and participate in special projects as directed by the Leader and business needs.
• Develop, track and report on related performance measures.
• Establish and implement operational business plan objectives, strategies, and actions; Develop, track, and report on related performance measures through the business planning mechanisms.
• Address problems as they arise, investigate and follow-up on incidents, as well as aid in trouble- shooting process.
• Establish and manage performance measures and expectations in accordance with union agreements.
• Coordinate the human resource functions of mentoring, coaching, and performance management.
• Strengthen the workplace by demonstrating and promoting the 4 C’s (character, competence, commitment, and collaboration).

Qualifications

• A High School diploma or equivalent (e.g., GED) and at least 8 years of related meter and plumbing experience, including at least 4 years of experience in a foreman or supervisory role.
• Equivalent combinations of experience and education may be considered.
• A valid Class 5 Driver’s License (or provincial equivalent), with no more than 6 demerits and no current suspensions or charges pending is required.
• Proven ability to coach, counsel and develop employees and support continuous improvement.

Our Liquid Waste Services Department is seeking a Division Manager, Wastewater Treatment Plant Maintenance who will lead the growth of the division. Metro Vancouver is expanding/upgrading several of its treatment plants in the next 10 years. The systems are growing and the maintenance division needs to meet their changing needs.

You are an analytics driven manager who will optimize the performance of your team and has experience in industry best practices. You are a collaborator and a mentor who will help the workforce grow.
The Division Manager, Wastewater Treatment Plant Maintenance reports to the Director. This role:
• Manages the delivery of comprehensive maintenance services to the Liquid Waste Services (LWS) department. Liaises with other departments and organizations to deliver reliable and cost effective maintenance services to the wastewater treatment plants.
• Liaises effectively with the Division Manager, Field Utilities and Water Treatment Maintenance and works to ensure maintenance practices are consistent across the two maintenance divisions.
• Accountable for the Maintenance Division’s budget preparation and reporting and ensures appropriate allocation of costs. Monitors and controls spending to ensure effective and efficient expenditures within the approved budget. Develops long range maintenance and capital financial plans.
• Adopts maintenance best practices and technologies which provide value and effectiveness; ensures work programs and priorities are completed; determines required resources; allocates, adjusts, and manages resources according to priorities; provides high-level direction for improving maintenance and optimizing expenditures; and reports to technical and political committees as required.

• Manages all maintenance programs; initiates and follows Corporate standards; ensures regulatory and safety requirements are adhered to; implements monitoring and assessment programs; and manages performance.
• Identifies resources and liaises with project and division managers to ensure adequate maintenance representation on capital projects.
• Contributes to the Enterprise Asset Management system, including establishing user requirements, and providing user system services as are required.
• Ensures the delivery of preventative and corrective maintenance programs; manages the development and implementation of maintenance strategies to optimize performance and reliability; ensures maintenance engineering and technical services are managed effectively; manages metrics for continuous improvement.
• Responsible for supervising, directing and motivating staff and monitors performance towards division, department and corporate objectives; ensures staff adhere to corporate and board policies.
• Leads, coaches, mentors and develops staff recognizing the importance of leadership, supervisory and technical training; develops and sustains a flexible workforce encouraging staff to pursue opportunities that complement their skills and experience and manages succession plans for division.
• Liaises with other departments, external agencies, municipalities and the public on maintenance issues and concerns; partners with consultants and technical associations to further the division’s objectives.
• Leads the implementation of strategic goals and ensures the division’s activities are consistent with the organization’s values and goals.
• Provides leadership to address critical and complex equipment and infrastructure repairs; coordinates staff and advises on difficult decisions about regarding shut downs, repairs and equipment replacements.
• Provides advice and guidance on approach and problem situations to others within Metro Vancouver and on behalf of to the organization to contacts external to the organization; represents the organization to the media, elected officials, and the public as required.
• Performs other related duties as required.

To be successful, you have:
• A University degree in engineering or other relevant field and 10 years of recent, related progressive experience; or an equivalent combination of training and experience.
• Formal professional or technical designation in appropriate area of expertise.
• Extensive technical expertise in the maintenance of utility systems related to wastewater operations (including drainage); superior understanding of maintenance aspects affecting the design, construction, and operations and maintenance of wastewater facilities, safety requirements, regulatory requirements and relevant municipal bylaws.
• Excellent budgeting and financial management skills. Demonstrated ability to manage and monitor budgets, meet financial objectives and ensure the effective and efficient expenditure of allocated funds. Excellent contract administration and project management skills including the ability to resolve complex issues.

• Excellent written and oral communication skills including sound report writing and presentation skills. Persuasively communicates complex information to diverse audiences and upholds the reputation the organization in communications with external agencies, the media, elected officials, and the public.
• Ability to build and maintain respectful working relationships; skill in dealing openly and tactfully in a variety of situations; responds effectively to emotional triggers in self and others.
• Proven ability to use judgment to resolve complex challenges; flexible and able to develop and revise strategies to address problems and changing circumstances. • Strong organizational and time management skills.
• Proficiency using Microsoft Office programs including Word, Excel and Outlook for communication, documentation, reporting, analysis, and cost control.

Summary
This position carries out inspection of industrial, commercial and institutional sites, management and enforcement of regulatory requirements (codes of practice, permits and authorizations). The position provides specialist, technical, outreach and research services to the Regional Source Control program (RSCP) and other Environmental Protection programs. This position also provides support to other outreach, scientific and regulatory programs within the Parks and Environmental Services Department.

Key Duties & Responsibilities
• Inspects industrial, commercial and institutional (ICI) sites, investigates new, or unregulated, businesses and liaises with site owners, managers, and operators regarding bylaw compliance.
• Interprets and provides advice and recommendations on permits, codes of practice and authorizations while working with diverse businesses and ICI operations.
• Prepares, amends and manages waste discharge permits, codes of practice and authorizations.
• Initiates investigations regarding permit, authorization and code of practice compliance and undertakes enforcement policy actions including making referrals to CRD Bylaw enforcement, obtaining evidence to support legal action and presenting evidence in court when required.
• Prioritizes and schedules inspections to meet program targets.
• Evaluates waste discharge proposals, engineering drawings and other information and provides information and feedback regarding bylaw compliance.
• Investigates complaints and reports regarding discharges of contaminants into CRD collection systems and treatment facilities.
• Assesses the practical application of bylaw requirements and recommends appropriate amendments.

• Provides audit and/or reporting services to, and coordinates inspections with other programs including Cross Connection and Control, Demand Management program and the Stormwater Harbours and Watersheds program.
• Provides recommendations and guidance to business owners, operators, managers, and contractors regarding bylaw compliance.
• Performs spreadsheet preparation, contaminant load calculations, data entry and record keeping.
• Prepares correspondence, compliance letters and writes technical and other reports.
• Analyzes and evaluates ICI water use, wastewater and compliance data and performs quality assurance checks.
• Enters data into a compliance database and carries out record extraction, quality assurance checks, reporting, statistical interpretation, inspection planning and liaison with the Information Technology department regarding database requirements.
• Works proactively with stakeholders, including local and senior government, to share information, coordinate site visits and achieve multi-jurisdictional compliance.
• Researches developments in ICI waste management practices and waste treatment technologies.
• Provides technical services to other Parks and Environmental Services projects or programs as required, including inspections, outreach, research, preparation of reports and program information.
• Initiates and facilitates stakeholder involvement and input regarding proposed amendments to the sewer use bylaw.
• Participates in the development and implementation of outreach initiatives that build partnerships and educate clients regarding program, division and department goals
• Provides work guidance and direction regarding sampling support, data interpretation and reporting.
• Follows all policies, procedures and standards of the CRD.
• Performs other related duties as required.

Key Skills & Abilities
• Excellent communication (verbal and written), interpersonal and customer service skills are required.
• Experience working with owners, managers and operators of businesses/institutions, municipal staff and members of the general public regarding environmental regulations, source control, cross-connection control, demand management and environmental education.
• Experience in securing facts through investigation, inspection and research
• Experience with interpretation of chemical analytical data
• Experience in directing the work of technical staff
• Working knowledge of environmental regulations at the federal, provincial, regional and municipal level
• Ability to interpret and explain regulations, policies and bylaws applicable to source control, cross connection control and demand management

• Sound knowledge of municipal water and wastewater infrastructure, common liquid waste contaminants, pollution prevention techniques, wastewater pre-treatment methods, sampling, analytical techniques and safety procedures.
• Proficiency and experience with word processing (MS Word), spreadsheet (MS Excel), presentation (MS PowerPoint), database (MS Access) and website software.
• Excellent organizational skills
• Ability to establish and maintain constructive working relationships and deal tactfully, firmly and fairly with representatives of businesses, institutions and the public.
• Experience in the preparation of clear, concise technical reports
